A. What Is a Cold Case?A cold case is an unsolved criminal investigation—often involving homicide, sexual assault, or missing persons. It is a case that has gone inactive due to exhausted leads, limited evidence or a lack of allowable time. It is really a case that is not closed, but dormant until new information or technology becomes available. A cold case may require an investigative review which can bring forward new inquiry lines that may lead to new evidence.
B. Initial Case Audit:- Review all original case files: police reports, witness statements, forensic logs.- Confirm case status in the National Intelligence Application. (NIA)- Identify any procedural gaps or missed investigative opportunities.
C. Evidence Re-evaluation:- Inventory all physical evidence held in ESR or police storage.- Assess viability for re-testing using updated forensic methods. (e.g., STR DNA profiling, touch DNA)- Confirm chain of custody and integrity of exhibits.
D. Witness and Suspect Review:- Re-interview key witnesses using modern cognitive interviewing techniques.- Check for deceased, relocated, or newly cooperative witnesses.- Reassess suspect pool using behavioral analysis and geographic profiling.
E. Technology and Intelligence Tools:- Apply OSINT for social media and digital footprint analysis.

F. Legal and Procedural Compliance:- Ensure compliance with NZ Evidence Act 2006 and Criminal Disclosure Act 2008.- Prepare statements, contemporaneous notes, keep a job log and secure all communications.

E.Documentation and Reporting:- Maintain updated investigation log and decision rationale.- Document all new forensic results and witness statements.- Prepare a case report for Police and other authorities such a the Coroners Court.
